That conversation is on a different channel

The recipient's address says which channel it is on - a Facebook or Instagram id carries its own suffix, and a phone number or a JID is WhatsApp - and it is not the channel the sending account is on. A Facebook conversation cannot be answered from a WhatsApp number, and a WhatsApp number cannot be messaged from a Page.

What to do

Reply from the account the conversation arrived on. Every conversation in GET /v1/chats carries an instance; pass its id as instance_id. An address with no suffix at all is taken at your word, because a Page-scoped id and a phone number are both digits.
