too_many_messages

A campaign cannot send that many messages to each person

Every entry in contents is a separate message to every recipient. Ten is the limit, because ten is already ten times the allowance and ten times as long to send.

What to do

Send fewer files, or split them across two campaigns. A caption on the first file often does the work of a second message.
