Errors

recipient_not_on_whatsapp

That number is not on WhatsApp

Meta says the number cannot receive WhatsApp messages: it has no account, or it has one that cannot be reached.

What to do

Check the number. This is worth surfacing to whoever entered it rather than retrying, because retrying will not change the answer.
