delivery_rejected

WhatsApp took the message and then reported it as failed

Different from send_failed. The message left Njiwa and WhatsApp accepted it; some time later WhatsApp reported that it had failed. No reason is attached to that report, so there is nothing more specific we can tell you.

What to do

Check the number you sent to is on WhatsApp and has not blocked you. If several messages from one number are rejected this way in a row, stop sending from it and read the guidance on keeping a number healthy: it is what being rate limited looks like from the inside.
