This number is on the Cloud rail but has no credentials

The number is marked as a Cloud rail number and the phone number id or access token it needs is missing, so there is nothing to send through.

What to do

Finish setting the number up in the console under Numbers. This one is not retried: it cannot succeed until something is configured, so the message is failed immediately rather than left waiting.
