The WhatsApp Cloud API refused the message

The general case for a Cloud rail refusal that is not one of the named ones above. Meta's own text is passed through in the message field rather than replaced, because it is more specific than anything we could write.

Read the message field: it is Meta's, verbatim. If it is not enough to act on, send us the message id at hello@upeo.ai and we will look it up.
